Melt a portion of the butter in a large pot and cook onion, celery, and wild rice for about 5 minutes until the vegetables are tender and the rice is fragrant.

Pour in half of the chicken broth and bring to a boil over high heat. Reduce heat to medium-high and let it simmer uncovered for 45 minutes, or until the rice is tender, adding more broth if necessary.

Combine flour, pepper, salt, basil, thyme, and oregano in a bowl. Coat chicken pieces in this mixture.

In a frying pan, heat some oil and cook the coated chicken pieces until browned. Set aside the chicken and any leftover flour mixture.

Melt the remaining butter in the frying pan, whisking in the flour mixture over medium-low heat to create a smooth roux.

Stir the roux into the pot of rice and broth. Add the browned chicken, followed by the evaporated milk. Mix well and season to taste with salt and pepper.

Continue to heat the soup gently until everything is well combined and heated through. Serve hot.
