In a large bowl, mix the flour, sugar, and salt together.
Gradually add coconut milk and water to the dry ingredients, mixing until a soft dough forms.
Add the vegetable oil and knead the dough for about 5-7 minutes until smooth and elastic.
Cover the dough with a damp cloth and let it rest for 1 hour.
After resting, divide the dough into 8 equal pieces and shape them into balls.
On a lightly floured surface, roll each ball into a thin circle (about 8 inches wide).
Sprinkle chopped cilantro over each circle, pressing it lightly into the dough.
Heat a non-stick skillet over medium heat and place the rolled-out dough onto the skillet.
