In a large pot, combine the onions, celery, potatoes, and optional carrot. Add enough water and clam juice to cover the vegetables.
Simmer over medium heat until the vegetables are tender, about 20 minutes. Season with salt and pepper.
In a separate pan, melt the butter over medium heat. Stir in the flour to form a roux and cook for 2 minutes.
Gradually add the half-and-half and hot milk, stirring constantly until the mixture is thickened and smooth.
Pour the milk mixture over the cooked vegetables and stir well to combine.
Add the canned clams and sugar. Heat through without boiling.
Serve hot with crackers.
